GFA announces guidelines for vacant RFA slot

The Ghana Football Association has announced the electoral guidelines and timetable to be adopted for the selection of Chairman of the Greater Accra Regional Football Association.

The position has been left vacant since the passing of the Vice President of the GFA, Jordan Anagblah last month.

"At its meeting held on 18th July 2012 the Emergency Committee of the GFA decided on the following Guidelines for the election of the Chairman of the Greater Accra Football Association (RFA) to fill the vacancy created by the death of the late JORDAN ANAGBLAH," a statement from the GFA said.

The election will be conducted on August 23.

GUIDELINES

1. Nominations shall open at 9.00 am on Monday 30 July 2012 and close at 5.00 pm on Monday 6 August 2012.

2. Nomination forms shall be available at -

a) the reception of the GFA Secretariat, Accra; and

b) the RFA Secretariat, Accra.

3. No member of the RFA entitled to propose a candidate may propose more than one person.

4. Candidates shall complete and sign nomination forms by themselves or by persons authorized by them in writing.

5. Candidates shall be nominated by a member of the RFA and supported by not less than ten (10) members of the RFA Congress.

6. Each nomination form shall have pasted on it one recent passport - size photograph of the nominee.

7. Completed nomination forms shall be submitted at either the -

a) General Secretary’s office, GFA Secretariat, or b) Secretary’s Office, RFA, Accra. 8. Nomination forms shall be submitted in triplicate. Receipt shall be duly acknowledged on all three (3) copies, indicating the date and time of submission. One copy shall be given back to the nominee.

9. The submitted nomination forms shall be sent to the Elections Committee not later than Wednesday, 08 August 2012. In the case of nominations received at the RFA, the forms shall be submitted through the General Secretary, GFA.

10. On examination of the nomination forms the Elections Committee shall submit its recommendations to the GFA Executive Committee (GFA Executive) through the General Secretary, GFA, not later than Monday, 13 August 2012.

11. The venue for the elections shall be determined by the RFA Executive Committee (RFA Executive) but shall be subject to approval by the GFA Executive. The RFA Executive shall notify the GFA Executive of the venue not later than 13 Aug 2012.

12. Notice of the elections and of the approved venue shall be given in the usual manner that members of the RFA are given notice of extra-ordinary congress. The approved venue shall also be published on the GFA website and in other press.

13. The list of delegates to the extra-ordinary congress of the RFA for purposes of the election shall be compiled by the RFA, Executive and submitted to the General Secretary, GFA, not later than 06 August 2012.

14. Candidates may obtain copies of delegates’ list from the General Secretary, GFA Secretariat, from Wednesday, 8 August 2012 on payment of a nominal fee of GH¢50.00.

15. Where at the close of nomination -

a) only one candidate is nominated there shall be no election and that candidate shall be declared elected;

b) two or more candidates have been nominated elections shall be held and the candidate who receives more than fifty per cent (50%) of the valid votes cast shall be declared elected.

c) If no candidate obtains more than fifty per cent (50%) of the votes the election shall be conducted again on the same day, but in such case only the two candidate with the highest number of votes shall be qualified to contest. The election shall then be decided on a simple majority of the valid votes cast.

16. Ballot papers shall bear the names of candidates, but not their pictures.

17. Candidate are required to meet qualifications set out in the GFA Statutes 2005, in particular Article 29.8 - 28.11.

18. The elections shall be supervised by the Electoral Commission of Ghana.
